How to fix the MISRA C:2012 8.4 rule?

8.4 MISRA C Rule - A compatible declaration shall be visible when an object or function with external linkage is defined.
This rule will be fixed, when the variable/function is declared as an extern, but if the variable/function is used in a single file then how to fix this
(will it can fixed using static) ??
Suggestion: Please share some code snippets with solved violations for MISRA Rules to help in fixing them, for beginners.
