So, you want a matrix whose each element is 3x8 matrix of ones?

yes but that matrix of 3x8 is linked with each element of netcostmatrix. each elemnt of above matrix refer a new 3x8 matrix of ones...

shoud this need a function declaration or can we use the array approach?

how to characterize netcostmatrix(:)=ones(3x8)??where 3 is the no. of machines and 8 is the no. of frequency slots. and every elemnt of above matrix utilize this number of machines(3) with 8 freq slots

y=cell(6,6); %Pre-allocation
y(:)={ones(3,8)};
y{2,3}
ans = 3×8

     1     1     1     1     1     1     1     1

If this is not the expected output, please give a proper example of what you want.

netCostMatrix = [Inf, 400; ...
                 400, Inf];
