how to plot windrose diagram given (x,y) coordinates with the corresponding values

I have data of the coordinate locations with correspending value eg (2,7) with value like 0.056, (3.-4) with 0.032, these data sets are like 400
how best can i represent graphically for further interpretation
this could be like in a windrose type of diagram

Or use polarhistogram(), as in the example in the second answer here, by @Al Mac.
