I am supposed to assign a license to a colleague but I cannot find the license center.

My colleague submitted a PO number which was processed by Mathworks and now he needs a license in order to download the product. In looking over what menus I have access, I have been unable to locate a "license center" from which I understand I should be able to assign a license number to him.
