You can serach in Matlab's FileExchange:
9 of the 58 found submissions concern JPEG compression. Please take the time to inspect them and find out, if they answer your question.

If you mean JPEG2000, then there is no publicly known JPEG2000 source written in Matlab. Mathworks themselves do not use Matlab source code for JPEG2000.
Portions of JPEG2000 are covered by active patents, and the only way I have found to examine the license conditions is to sign a non-disclosure agreement for the entire specification... by which time it is legally too late.
