web command with name anchor

I noticed a strange behavior of the Matlab web command. If I want to open a local html file in the Matlab browser with the command web(full_path_to_file#name_anchor), it fails to open it properly. If I issue the command for the second time and the Matlab web browser is still open, the document is opened at the correct named anchor. I have noticed this kind of behavior in R2016a. Strange undocumented change in the web browser of Matlab or an intentional alteration with some hidden value????

The bug existed in R2009a already.

In a relatively recent version it didn't. I could start displaying a local HTML file from a named anchor. I think it was R2010
