Why do I receive error 353 or error 1616 'no more activations available' when attempting to activate MATLAB?

Why do I receive error 353 or error 1616 'no more activations available' when attempting to activate MATLAB? I tried to install on my new PC. I have installed MATLAB on two computers before and I removed MATLAB from one of them without deactivation. Is it because I didn't deactivate??

Yes, I assume so. Does your license allow you to install Matlab on 2 computers? Then deactivate it before trying to activate a new installation.
You can deactivate a Matlab license in the web interface also: https://www.mathworks.com/matlabcentral/answers/99859-how-can-i-deactivate-matlab-on-a-machine-i-cannot-access
