Well, yes, you need the Parallel Comüuting Toolbox to use the Parallel Computing Toolbox. But you can solve a problem with parallelization without this toolbox also, e.g. by starting multiple Matlab sessions.
For instructions about the PCT see the corresponding documentation: https://www.mathworks.com/products/parallel-computing.html . If would not be efficient if the docs are rephrased in the forum. If you ask a more specific question, you will get specific answers here.
