How do i find the yearly mean and maximum of Discharge data from a 50 years data?

MATLAB has introduced some nice date/time functions in recent versions that could make it easier. What version do you have?

As mentioned by others, it will be helpful if you share the sample data that you are using. However I did a quick search and found similar questions:
