A= histeq(j);
B = imresize(A, [150 130]);
cr=fdct_wrapping(B,1,1,3,16);
img =cr{1}{1};
??? Undefined function or method 'fdct_wrapping' for input arguments of type 'double'.
Error in ==> resize at 5
cr=fdct_wrapping(B,1,1,3,16);

This means, that the file fdct_wrapping.m is not found in your Matlab path. I guess you have either forgotten to install the required toolbox, or to add it to your path. See:
doc addpath
doc pathtool
fdct_wrapping migth belong to https://www.mathworks.com/matlabcentral/fileexchange/5104-toolbox-wavelets .
