Is an individual 2018b license compatible with Matlab 2017b?

I have been issued a new 2018b individual license for MATLAB. I support a closed environment where versions of software are controlled. We are currently approved for version 2017b of MATLAB. Will this 2018b license work with the 2017b version of MATLAB?

It is not obvious what question you are asking, since you seem to be asking it in each direction. If you have a current license, you can download any older license and use it, as long as it is compatible with the OS and hardware you are running.
However, if you have an older license, you cannot use a newer version, without updating the license.
