How to access to a web app using iPhone?

Using app designer, I made a web app, and using MATLAB Web App Server, I obtained the URL for this web app which is "http://desktop-v4ehj:9988/webapps/home/".
My ultimate goal is to use the web app using my iPhone.
Although it is possible to access to the URL using my laptop, it is impossible to access to the URL by using my iPhone or my friend's laptop.
I think, the problem is the URL since it seems like not a correct web address.
How can I figure it out?
