'Discrete varying lowpass' block in MatLab 2015a?

Is there anyway to use/model a 'Discrete varying lowpass' block in MatLab 2015a? since it is only available in later versions like 2017b and onwards.

If we are modelling, I do not know the value of the variable 'tau' in the 'Discrete varying lowpass' block.

Also side question: What is the difference between 'Discrete varying lowpass' and 'Varying lowpass Filter' blocks?

Any suggestions would be helpful.
