From a permutation matrix with different pairwise distances, how can I obtain a submatrix with a specific minimum distance.

For example; For permutation interger M = 3 with matrix A = [1 2 3; 1 3 2; 2 1 3; 2 3 1; 3 1 2; 3 2 1], I would like to extract a submatrix, B, with minimum distance 3. Such that B = [1 2 3; 2 3 1 ;3 1 2]. I would like to do this for bigger values of M, like 5,7 etc and I want to extract a submatrix with minimum distance 3 or 4.
