help create table for my assignment

assignment is here: http://www.mediafire.com/view/?vxusaduasijdpdp the table is at the end of those slide. Its title is Atlanta BASIN HURRICANE. I spent 2 hours, and doesn't know how to do it.

I'm really sure that Jacqueline Hundley will not be amused, if you submit a solution, which has been created by somebody else. Asking others to solve your homework can be interpreted as cheating and e.g. in my University this can lead to an exmatriculation.
Spending 2 hours does not seem long. When a homework question is unclear, asking the assistent or professor is a much better idea than posting the question in the forum and waiting for others to post a solution. Please read: Answers: How do I get help on a homework question
