Plots in Rows and Columns in Report Generator

I am attempting to plot 20 plots in 5 rows and 4 columns on a large 4A0 size pdf. I have been able to insert plots in a row, but cannot break them out into colums. I have tried using the PaperPositionMode setting in the Image Snapshot object. This slows report generation tremendously then at the end fails to convert.
I appriciate any help I can get.
