How to create customized offline basemap?

I would like to create a customized offline basemap for SRTM15 plus. The map data can be downloaded, extracted and displayed in matlab. The map is quite big in size (with 15' resolution). How can I make it into a customized basemap? Any suggestions are appreciated.
