I am trying to run my Simulink model on supported hardware such as Arduino, Raspberry Pi or TI C2000 platform. I am looking for the "External" simulation mode, but the model toolbar looks completely different in R2019b and later, and I am unable to find the option now.

With the introduction of the new Simulink Toolstrip in R2019b, the External Mode feature was renamed to "Monitor & Tune". You can find the corresponding button in the Hardware tab.
The Hardware tab will appear for all models configured to run on hardware. To configure your system to be run on hardware, in the Modeling tab, click Model Settings. In the "Hardware Implementation" pane of the Configuration Parameters, choose your hardware board from the dropdown list. Once your hardware board is selected, open the "Target hardware resources" options and under Groups choose "External Mode".
