Do not add the @-folder to the path, but the parent folder only. This is the meaning of the first sentence you find in the documentation you have posted the link to:
An @-folder must be contained by a path folder, but is not itself on the MATLAB path
What have you tried and which problems occur?

Sorry. Im not comming from english speaking country, so at first I didnt understand what they think.
So I must add path to this folder for example: C:\Program Files\MATLAB\R2013a\toolbox\matlab\dINN
under folder dINN is folder with "@" - @dINN
C:\Program Files\MATLAB\R2013a\toolbox\matlab\dINN\@dINN
This Is The right way? Or not?

No, mirch, never add folders inside the Matlab path (see command matlabroot). This can cause serious troubles which can be very hard to debug.
If you have this folder structure:
C:\User\mirch\Matlab\MyToolbox
C:\User\mirch\Matlab\MyToolbox\@diNN
then add this to the path:
addpath('C:\User\mirch\Matlab\MyToolbox')
and save the path on demand (see also: pathtool to do this in a GUI). Afterwards the functions inside "C:\User\mirch\Matlab\MyToolbox\@diNN" are found automatically, when an argument is of type diNN.
