How to select a matrix, row and column vector from within a matrix

Folks, I have a 25 * 60 matrix
How do I select
1) row vector from element (1,2) to (1,60)
2) column vector from (2,1) to (25,1)
3) matrix from (2,2) to (25,60)
I need these separate entities because I want to surface plot the matrix 3) against 1) and 2)
