Why can't I uninstall Microsoft Visual C++ 2010 redistributable packages?

I have an issue with installing Windows SDK 7.1 because the Microsoft Visual C++ 2010 redistributable packages installed on my computer are newer than the ones Windows SDK 7.1 is trying to install.
The solution is to uninstall the Microsoft Visual C++ 2010 redistributable packages before installing the SDK 7.1. However, I am unable do so from 'Add or Remove Programs' under Control Panel in Windows. If I click on one of the Microsoft Visual C++ 2010 redistributable packages, nothing will happen. Furthermore, if I select the redistributable packages, the "Uninstall" button disappears.

Some PC manufacturers pre-install programs on their computers. Some of these programs use the Visual C++ 2010 redistributable packages and prevent them from being uninstalled.
