Why do I receive an error while using 32-bit MATLAB on 64-bit Windows 7 in Real-Time Windows Target 3.6 (R2010b)?

I am running my 32-bit MATLAB on a 64-bit Windows 7 machine. When I try to install the Real-Time Windows Target Kernel, I get the following error message:
Failed to start Real-Time Windows Target service.
This driver has been blocked from loading

Since Real-Time Windows Target requires installation of a kernel driver, Real-Time Windows Target is only supported when MATLAB and the Windows operating system have the same architecture (both 32-bit or both 64-bit).
Until R2011b Real-Time Windows Target was available only on 32-bit Windows.
In release R2012a, Real-Time Windows Target introduced the Simulink Normal Mode Simulation. This is available for both 32-bit and 64-bit Windows.
Starting R2012b Real-Time Windows Target supports both external mode and normal mode simulation on 64-bit Windows computers as well as on 32-bit Windows computers.
